The Capability Maturity Model (CMM) is a framework developed to help organizations improve their processes in a structured and continuous manner. It was originally created for software development processes but has since been adapted to business process management and other domains. CMM provides a roadmap to gradually evolve an organization’s process maturity from informal and chaotic to well-defined, managed, and continuously optimized.

In the model, five maturity levels are defined that represent qualitatively different stages in the development of organizational processes:

Initial(Level 1): Processes are unpredictable, poorly controlled, and reactive. Success is highly dependent on individual effort without standardized procedures. Organizations at this level have difficulties arising from process inconsistency.

Repeatable (Level 2): Basic project management processes are established to plan, track, and control projects. Organizations achieve some process discipline, which helps in repeating earlier successes based on experience.

Defined: Processes are documented, standardized, and integrated into a single cohesive approach for the organization. The roles and responsibilities are clearly defined, and the processes foster consistency among projects and teams.

Managed (Level 4): Quantitative measurements are used to understand and control processes. Statistical and other quantitative techniques predict process behavior, allowing better management and reduced variability.

Optimizing (Level 5): Focus is on continuous process improvement through innovation and proactive problem prevention. Processes are refined based on quantitative feedback, driving organizational excellence and agility.

Each maturity level contains several key process areas, targeting the achievement of goals in terms of process capability, commitment, ability, measurement, and verification. This sequential progression ensures foundational capability prior to higher maturity stages.

CMM helps organizations achieve systematic quality improvement, risk reduction, productivity gains, and alignment of processes with strategic objectives through process discipline, predictability, and continuous improvement in incremental steps.
